Zoro is stronger than Bisharp, can boost himself with Haki, expanding his muscles mass and Asura and then use Flying Dragon: Blaze and really harm Bisharp with his fire-type move
 
Flying Dragon: Blaze is really out-of-character. Zoro used it once against Ryuma and that's it.

With that being said, I'll vote for Bisharp. As we saw in Zoro vs Machamp, Zoro can't win in a battle of versatility against most PKMN, and Bisharp has a good amount of things he can use to win here: Statistics Reduction, Amplification, Forcefields, a better range.

On top of that, Embargo could null Zoro's swords, and he's not as skilled with Mutoryu as he is with swordsplay. Haki and Gori can amp Zoro, yes, but Bisharp has Iron Defense, Shackle, Leer, Swords Dance and a lot of other things to turn the battle into its favor.

Pressure will also tires Zoro faster, but he has the stamina advantage by a lot so this hardly matters.
 
Is Zoro using Flying Dragon Blaze technique really out-of-character just because he use it once. I mean he won't start with it as his leading move but over the course of battle, i can see him attempting to use it

If Zoro begin to sense the Breath of All Things, his instincts will be elevated to high level where he could know where Bisharp attacks will strike and move accordingly. He also got a rudimentary observation haki which help him in avoiding Bisharp attacks. This would be much better as a bloodlusted Zoro imo.

Though Bisharp have an edge in Embargo which null his swords somehow and can amp his defenses, lower Zoro's statistics
 
He didn't use it against Kuma nor Oars, nor the Pacifista, nor anyone else. So yeah, it's really OoC.

TBoAT is likely Haki as it was stated in the Databook, so Zoro can't stack them.
 
Bisharp also has Priority in the form of Sucker Punch, though it only works if Zoro would attack, meaning that it will fail if Zoro uses a stat amp. Pursuit if Zoro tries a tactical retreat and Psycho Cut as a ranged physical attack. Anyway, Bisharp FRA
