Shaggy is walking home from the movies when he comes across Orlok and 10 of his evil plague bearing rats. Shaggy has to protect himself from them. Shaggy has nothing on him. He has the strength and speed advantages, but is a coward and is vulnerable to Orlok's hypnosis and the plague he and his rats carry. Battle is in a dark forest. If Shaggy defeats the vampire and his rats but gets infected, it's a tie (inconclusive) since there's no known treatment.

While shaggy is a coward shaggy has actually shown the ability to physically defend himself and has in the past attacked monsters so the massive ap difference if we assume the highest value of street since we don’t have an exact value (15 kilojoules) and shaggy’s value of 15 mega joules this is a 1016.6 times difference which means shaggy absolutely splatters the poor man so yeah sorry to say but this is a stomp matchup in shaggy’s favor

Orlok is far weaker than him, but has two ways to win; infecting him either through his bite or the bite of his rats, or mind control.

his bite would have to pierce shaggy’s skin which it wouldn’t be able to do it’s far tool weak so are the rats for mind control I don’t know much about it but shaggy does have a mild resistance to it via odd cartoon logic where he just needs to get his face wet

I suppose Shaggy's weak-spots like his tongue or eyes would be easy enough to pierce, but getting to those spots would be tricky. Orlok's best bets would be his invisibility and mind control. Shaggy has been hypnotized before (Bedlam in The Bigtop and that one movie), so he's not immune.

This isn't quite a stomp. Orlok does have ways to win this. He could turn invisible and target the eyes or tongue. He could claw out the eyes and let Shaggy bleed out. He could mind control him. The thing is that Shaggy is physically superior in every way, so Orlok would have to rely on his powers and strategize. With prep-time he could win, although a one on one fight with no prep is the scenario here.

You are saying Shaggy would most likely kill Orlok and his rats before he gets the chance to do any of that. Okay, I'll buy that. I am wondering if it is truly a stomp though. Considering Orlok does have win conditions but is unlikely to be able to pull them off, is it still a stomp?
