Zeraora some decent things like electric moves that can paralyze, Hone Claws to boost attack and Fake Out if it decideds to attack first to make Naruto flinch and give him the beat down. Problem is he doesn't make his own electricity so he isn't going to be super spamming anything. Plus the location they are in doesn't provide him with any electricity unless he absorbs the lighting while it's raining (if it's a storm and not just rain)

Naruto however has the numbers game thanks to his clones, Rasenshurikin ignores durability and so does TSB, add his large Chakra supply and wide ranged attacks.

I'm pretty sure Naruto takes this, I need to look a bit more at Zeraora.
