Oh boy. Maybe with Sucy's help, she could probably make some potion that cures cancer, considering all of the other wacky things they've been able to do, including making her just immune to poison in general. She could probably make infinite food with Culinary Magic, just as long as there are enough witches assigned to the job. World peace? Ehhh.... I mean, she did sorta unite the beating hearts of the world one time, and maybe if she has world-changing magic, she could do all four pretty easily. Of course, that would assume she doesn't mess anything up in the process which ... is very likely for Akko--

Yeah, my favorite character is Rimuru Tempest, he can do it easily

other of my favorite character is Saitama, but he can't do it, at best World Peace but its unlikely

If the climate change is stopped, then it will definitely affect many countries. Better to be called, "stop the random weather change", as climate is constant for a very large duration of time.

Phoenix Wright wouldn't be able to do anything except for 3. Debatable but it's high chance that Wright in canon already made countries have justice in world. And with his skills he can definitely achieve number 3.

Intended was for our world... feel free to answer for your character's world as well, though.

Weather is short term, though. Stopping the random weather change would mean that it constantly rains in some places.

Dracula (Castlevania) - I mostly went with this because of the sheer irony, assuming he does put his skills to doing good then......

1: Possibly, Dracula was a highly skilled alchemist. His experiments would likely be very unethical, but I'd say with enough effort he could.
2: Can see this happening, he's made many advancements in technology and given he can command armies he should be fine with logistics
3: He'd probably do this, albeit in a way that made it so that he was at the helm. A sort of my way or the highway kinda deal
4: Will go out on a limb and say he could use his castle to do something like this
