It is NLF. A 2-A mindhax is 4D which is infinitely stronger than a 3D mindhax. Resistance =/= immunity.

He doesn't have resistance, he has immunity to powerful magic.

How far would this go, in terms of tiers then?

On AP-based magic which he shows an immunity to, up to the AP of the highest form of that magic he's encountered.

On non-AP-based magic which he shows an immunity to, up to 3-A.

Technically, it's nearly impossible to have complete "immunity" to anything. Let's says a 1-A wants to use Magic on him, is he gonna no-sell that? Of course not.
