Well, since he is a Player character his start move is up to the player, so we can't actually say if he would tranform right off the bat, but usually if he don't have a reason he don't actually hold back.
Xenoverse 2 have like a Mini manga, where the FW is like in a random mission, and his first move is go SSJ3 against a Oozaru so...

FW has time power and power of destruction along with a bunch of other stuff I don’t think Youmu resists, but the problem is he doesn’t really have a starting move.

Edit: Time Power and P.O.D at the point where it's vegeta who defeats janemba with a final flash, I do NOT think that's the point where they get those powers.

I would assume they would start with CQC first combined in Ki attacks to counter any potential Danmaku getting in the way if Youmu tries taking the fight to a distance

Considering the opponent, FW1 don't actually have a chance by doing the traditional way in this fight, and FW2 crazy abilities is what allows him to have a chance in victory, so

It doesn't help that the Time Patroller is a self-insert character so they straight up do not have any sort of standard tactics they follow. My best guess is that they go to cqc and then react to what Yommu does.
