Sans has nothing to pass Clover's luck or even to really touch him (except perhaps his gravity manipulation, but that would not be enough to put Clover K.O).

Clover only has to shoot until a bullet hits him, either because of the luck or exhaustion of the skeleton.

A bloodlusted, Sans has this, he can just make Clover get stuck on the ground and then blast him into oblivion.

In-character, Clover has this, his insane probably manipulation should allow him to make Sans miss every single time because he still keeps the fight "fair".
