Billy has higher AP, Yoshi has higher dura. But I think Billy's speed would be enough to let him win.

This is going to be a close call. On one hand, Yoshi is easily the most durable pal Mario has next to DK and he's quite the speedster in his base form. On the other hand, Billy at his stongest should be able to react to Yoshi while he's still slightly weaker than the things Yoshi can tank (In addition to only being stronger agaisnt dark beings).
I'd say Billy should be able to keep up with him enough times while taking the more powerful blows from the green dino. If somehow he were to tire him out after a long fight, then Billy should be able to defeat him.

With the recent edits now regarding the unknown boost in power (Super Billy), he would get curbstomped by Yoshi.
But he still have the speed at advantage at least. Probably lucky enough to avoid his tongue and eggs. But that insane durabilty though, Billy won't win.

Yoshi has far more durability Billy Hatcher would have to land a ton of hits because his striking strength and attack potency isn't enough to do much damage
