It seems like this effect only occurs after the Universe has reset itself at least one time as the description is about how "the universe will reset again", but doing so without his direct influence if he's killed. It's more so an additional effect that Pucci gets after resetting the Universe once, not something he has with his ability, initially. Since it's being argued by myself that Aizen would kill Pucci before he could reset the Universe, this effect wouldn't activate because it didn't pass that required clause of resetting the Universe at least one time.
