I think Large Building stuff comes from this calc and/or scaling off of Tiki.

High 6-A I'm pretty sure comes from the fact that they can take hits from end game characters, who have two High 6-A feats AFAIK.

No idea about the rest.

Why is Cecilia High 6-A/Large Continent level and relativistic?

Its easy really.

By lore, Divine Dragons are superior in every aspect to Fire Dragons (Aka. Fire Dragon (Fire Emblem 7). (Source - http://fireemblem.wikia.com/wiki/Divine_Drago)

In chapter 15 of Fire Emblem 6, The "Bern Dragon Generals" raided a village full of Divine dragons and forced them into hiding, which Roy and his army defeat.

And Cecilia´s Durability is that level because she survived a critical hit by a Multi Continental Holy Weapon.

Why should Corrin be 8-B/City Block level?

Because he defeated Sumeragi, who fought evenly with Beserk Dragon Corrin in chapter 5 of Fire Emblem Fates, where he destroyed a City Block Level plaza.

I'll try to summarise above statements as best I can.

First, Cecila's Multi-Continent level durabilty for base tags comes from the fact that she survived a critical blow from Zephiel's Exaacus; a Divine Weapon, which there's a link to the calc on Roy's profile about the Divine Weapons being High 6-A. Cecila has Massively Hypersonic+ to Relativistic+ reaction speed due dodging Aurola, which is a ray of light. And also scales to other characters who did the same thing. However, I think the High 6-A durability feat may be outlier; the critical hit animation was probably just for show, and it seemed implied in the following text of Zephiel's statements that he was holding back.

@DarkAnine already showed the High 8-C calc. Also, I have not played Fates yet, but I may shortly, so I don't know about the 8-B calc from Corrin.

There was also another Multi-Continent durability feat from the manga; as Zephiel with both Sword of Seals and Exaacus performed sword techniques that Roy and Al tanked. But once again, I have yet to read the manga, so I'm neutral with that at the moment and I would like to see links to such feats. But anyway, I hope my feed back helped.
