Well if he was in a pocket dimension leaving Gaia would make just as much sense as leaving the universe, since they would already be out of it (now being in the pocket dimension). It is just way more consistent to assume that he meant "Gaia" by saying "world" rather than "universe", but I will wait to see what other staff members think about the points brought up.

Naraka isn't exactly a planet, it's just an endless realm. Which, once again, implies Low 2-C Chakravartin since he is the embodiment of the Naraka and the only person who could've created the "other worlds" mentioned in his fight with Asura.

World, in this case, means universe. The game uses Buddhist cosmology, which sometimes uses the word "world" to refer to the cosmos.
