Some characters legitimately use tickling in some of their tactics so I wondered if resistance to Pain Manipulation covers that

Would resistance to Pain Manipulation extend to tickling?

It should, but it depends on what kind of specific ability or physiology that lead to said resistance.

Looks like JttW Sun Wukong (and other Sun Wukongs based on JttW) and some NSFW characters have the ability.

It depends on the sort of Pain resistance, if you feel pain like a normal dude then no, but if your senses are so dulled that you've basically lost the sense of touch then yes

Resistance to pain manip is either resistance to mind of biological manip, or it's a stamina/endurance feat. Tickling Inducement can be resisted if it's done through mind/biological manip and the user has resistance any of those, but don't think having high endurance will make you resistente to conventional tickling unless the user simply lack touch sense.
