I would argue Martin Mertens is probably the worst Low 2-C.
After years of searching fo his father, Finn finally found Martin in a cosmic prison and....he was awful. Not only did Martin forget he even had a son, but he didn't care one bit. His first instinct upon meeting his son? Use him as a means to the end. He manipulated his kid with false parental love and got his son to break cosmic laws for his sake. Next thing he does is leave his son stranded in space, resulting in his son losing his arm, which he showed no remorse for.
Edit: He also achieved a higher plane of existence so he could get away from his son. So that's pretty bad too.

8-C - Booker DeWitt in an alternate timeline kidnapped and tortured his own daughter from a parallel timeline because he accidentally gave her space-time manipulating powers as a result of said kidnapping, and when she wouldnt break after half a year, he had a device built that would literally force her to obey him. He used this device to mold her into a "harbinger of destruction" and then used her to attack and destroy New York City, all while she was concious of what she was doing and regretful that she was doing it, but powerless to fight back.

Depending on the continuity, Nagamiya Tenma is a horrible father. After his lack of supervision got his son killed in a car accident (https://youtu.be/XpwbNYFvZy4?t=70 in a surprisingly brutal scene for children's media]), Tenma built his own son to replace him. Only problem was he couldn't find it in himself to love his new son, despite him being fully sentient and good-natured. So then, Tenma decided to just outright sell his son to a circus owner, who horrifically abused Astro and other robots he owned.
Some continuities either try to redeem Tenma or give him better qualities but for the most part, he's just a prick.

@Jinx, after reading the BnHA wiki's page on him, he doesn't seem as bad as someone who sacrifices the souls of his children and forces them to become mindless puppets for an overgrown lizard with mental health issues, he's still a horrible parent though, but Jedah is still worse imo
