The key is called Fel Orc for a reason. That's the canonical name for the orcs who hav pure red skin like Grommash or Kargath did.

If an ogre has 0 feats they're 9-As. If they got feats they can be higher. Simple as that.

Aren't ogre chieftains far higher than their peons? Like a stonemaul chieftain gave Rexxar a run for his money requiring the Beast master to utilize all his beasts to take him down saying that it would be a challenging battle.

Said Rexxar had to go through hordes of enemies, and was then sent to fight a gauntlet of even more enemies by the chieftain, and then requested a 1v1 fight with the guy right after he was done. It wouldn't be illogical to assume that Rexxar was a bit tired and wounded before the duel, and it doesn't help that one of the reasons the ogre was a leader of that clan was because he had a powerful artifact that he used to kill other members of Stonemaul who were against him.
