I believe that for these deeds we can say that he is 4-B, take into consideration also that he is much more powerful these days, many of these feats happened before he had total control of his powers

Maybe, but then after Bendis was done with him, and after Rogue absorbed him, she was clearly greatly inferior to the Hulk and similar opponents, so it seems to be temporary outliers due to certain writers not caring too much about established power levels.

Also, Red She-Hulk was inferior to She-Hulk, not as strong as the Hulk, if he had really wanted to harm her.

The real She-Hulk easily beat up Red She-Hulk in a fight.

Wonder Man is more often than not depicted as considerably inferior to Thor and Hulk, so it is just an estimation, especially given how extremely inconsistent Marvel tends to be, but we need some sort of mid-tier for the characters that areatronger than the Thing (5-B), but weaker than Thor (4-B), so we scale them from Red She-Hulk (High 5-A).
