This event scales to Franklin because he was stated to have caused it by Dr.Strange
It was stated by Dr.Strange that during Man-Thing III , that the cause of the End of All Things, was caused by Counter-Earth essentially, via "Heroes of Legend" returning to the Earth 616 Reality . Meaning that, this really obscure and incredibly ridiculous set of comics did in-fact happen . Also, in Heroes Rebron, Franklin Richards + The Celestials caused this to happen
Specifically speaking, it was this phrase in particular which allowed it to be heavily implied.it :
The End of All Things was this in Man-Thing and Strange Tales was All Levels of Reality [ All Levels of Reality, while a massive Outlier for Post-Heroes Reborn Dr.Strange, is the Multiverse Level this series of comics works with. ] :
Specifically, it's this quote in particular.
To compare, Ka'dmon rivals the power of the Creator , who created the every level of creation , reality , and universes . In the same scan, Scrier oneshots him without any difficulty .
The Creator is connected to everything within the dream, including all the higher-dimensions and such , implying High 1-B . Even being connected to God's subconsciousness makes you one with all time and space.
Ka'dmon also harmed Termineus without any effort, again with no significant amp.
Ted Salis rejection of Reality also caused the end of the dream, along with Franklin's Counter-Earth incident, caused what happened.
Cleito, a fellow Fallen Star member, is one with all places and things, which would include every level of creation and reality , should include a realm is time before time , whete time and space is only limited by your mind , Void before the World of Forms , AND Eternity's Realm [ Considering it's a place that was mentioned within Strange Tales originally before it was revealed what the Realm was in-fact ] and a few other places mentioned in the comic ] . Galactus was turned into a bomb to destroy the Negative Zone
We have seen before that the Negative Zone contains the Crossroads of Infinity, and it was confirmed here. So a bomb that could destroy it would have to destroy the Crossroads as well, which is a Infinite-D construct. I'll show proof of it below (All of the stuff is in Fantastic Four Volume 1 issue 51 / Fantastic Four 1961 issue 51)

When the likes of a probably Depowered Ultimate Nullifier were never deemed as such, implying it was vastly weaker than the Celestials , even when wielded by Reed Richards, and was clearly concentrating his whole being into it [to the point he was sweating] . We've seen him restart the Multiverse canonically (Abraxas Arc) using it , and it didn't take much concentration to do so. He was using much more concentration (hinting he was using more power) yet it was doing nothing and was no where near a threat.
Stated that the thing between Well-Fed Galactus , other , and Scrier was going to destroy all of creation, and that the Chaos War was merely a prelude compared to the destruction it caused (keep in mind the destruction caused in Chaos War was up to a High 1-B scale):
