No. Attack speed is not equal. That's incorrect. Their speed is whats equal. Not their attack speed. If something is light speed. It's still light speed when speed is equal

If I, a normal 10-B human with a gun, enters a fight with another normal 10-B human and speed is equalized, does that mean I move as fast as the bullets i'm shooting?

No, you move as fast as the person you're fighting. Or vice versa if you're faster.
