Why should power nullification by default is limited and can't powernull every ability?

An example is why you couldn't you powernull someone with conceptual manip or fate despite said someone doesn't have resists to powernull in the first place?

No limit fallacy. At most i could understand if you were talking about every ability shown in verse but even in this case i think some specif stataments and feats should be required.
 
Power Nullification actually does generally just work. However, the NLF is when you start assuming you can nullify abilities or powers beyond the scope of what's shown or implied.

For example, if a character has the ability that is shown and said to nullify a person's powers on contact, it would work on someone with fire manipulation and reality warping. However, the line is drawn when you start assuming said character can nullify abilities of complexity like abilities of a higher dimensional nature or like if they nullfied the explosion of a nuke but they you try to assume they can nullify a universal explosion, the abilities and or power don't compare and thus evidence is required.

You also half to take into account the mechanics of the abilities and such. By default though it should work on a ton of abilities.
