Is sealing ability = power null ?

For example, two characters A and B were in a battle and A used an ability (I'll call it X) to seal all of B's abilities (Or at least that's how it was described). So is X considered power null?

It could be but it depends on how the sealing was done. Sealing is such a vague term and really depends on the verse itself.
Now could it be nulling in your example possibly, but normally power null takes or cancels the powers Propeties. So, is that what is happening in your example? Or is he simply covering the attack or transporting it away. Like on paper it's power null, but if you want to get technical it isn't.

Power null nullifies the abilities
sealing prevents it
in a way they pretty much likely the same unless elaborated more
for example
power nulling water would negate water and thus you cannot water as they are all negated
sealing water would seal it from being used you can still use it but as it is sealed it cannot be used eitherway

if we apply this on abilities for example
you can seal a specific set of abilities or all abilities
you can nullify an ability by nullifying whatever energy or sources it needed

ultimately it nullifies the ability

Let's just say Powernull has more diverse usage while Sealing is specific
