Why is ratchet town level in attack potence

Probably because he appears to have been given weapons with kiloton-megaton potency.

For reference, the strongest nuclear bomb ever unleashed was just 50 megatons.
 
Ohh ok just 1 megaton is easily town level even though I knew that. yeah that guess I should have searched a bit better on his weapons
