Part 1 Naruto scaling

It is said that part 1 Naruto is city level+ because "(Stopped the charge of Orochimaru's giant snake. In an even more feral state, he completely overpowered Haku. Kakashi momentarily mistook him for Zabuza Momochi. Zabuza described his chakra as being bigger than that of Kakashi, and that it filled him with dread) But nothing here explains how he would reach City level+. Neither Zabuza, Haku or Kakashi's page mentions a feat or reason for why they are city level. Going to Kakashi it just redirects to Might guy which then redirects to Sanami who doesnt have any mention on city level scaling. So im really confessed on how Naruto would be that strong. on top of that, it then gets him to large mountain level which is also not explained.
