Why is Pennywise ranked higher than Crimson King?

Pardon the potential ignorance, but based off of my mediocre knowledge of Stephen Kong's work, the books and series' seem to insinuate the Crimson King is the "big daddy" of all of the villains, and reigns supreme — and while still powerful, Pennywise is "below" Crimson King in terms of power.

Is this why the Pennywise page is under revision? Or is my interpretation of this that far off?
 
1. The Crimson King's page is due for a revision in the future, as are most of the Stephen King/Dark Tower pages we have.

2. There is no direct comparison between Pennywise and the Crimson King at any point in any novel. There's nothing that says, in the straightforward sense, that either of them is directly "above" or "below" the other or that "X is more powerful than Y". Fans of King's work have been speculating about which one is actually more powerful than the other for longer than this wiki has been active.

3. The pending revisions for Pennywise/It are due to self-contained problems that its profile has right now..
