Why is madoka type 1 conceptual manipulation??

No. Type 2 concepts also govern all of reality but not independent of it. Is there any proof she is independent of multiverse and changing the multiverse does not affect the concept?? Or is there any statement of her transcending reality?

That probably qualifies, yeah. That would mean she herself is a type 1 concept. But can she manipulate other tpye 1 concepts though?

you don't need to affect another Concept type 1 to get concept manip type 1
Simply being a concept type 1 itself and capable of manipulating your own concept grants you that.
Of course, if you want to argue if she can affect other type 1 concepts.
Personally I'd say yes as the limitation present to Type 3 concept doesn't apply to Type 2 and 1 anymore unless specified. And being able to manipulate her own concept which is already type 1 should be more than enough proof to being able to affect Type 1 concept of other kinds
