Why doesn't Flowey UT have stealth mastery?

^^^. As a perso who knows the basics of UT, since Azzy has shown to be relatively and intentionally hidden from a lot of the monsters in the underground and even Frisk in your first playthroughs of UT...

Why does Flowey not have stealth mastery?
