Why doesn't dialga have a low 2-C key if grovyle does?

I kinda wanna make a Primal Dialga profile, dude's kinda based and his theme is neat.
Who the **** knows why he lacks a profile though when we have Grovyle and others when he's literally the plot of the game, he should've had one before anyone else tbh.
