Why does Hazard have Relativistic Speed?

I know that it's listed that with luck she could make herself as fast or faster than the Flash, but where is that shown, if it's even shown at all?

If so, that doesn't prove that she's faster than the Flash with luck.

Yeah, so I changed it to "unknown"

Even then, the reason Flash didn't catch her was due to the marbles on the ground and not a difference in speed, judging from what's shown.
