Why are Vilgax, Kevin and Diamondhead Low 7C in the original series?

I just checked their profile and Vilgax is Low 7C for fighting Diamondhead and Kevin. Kevin is Low 7C for fighting Four Arms and Vilgax. Four Arms is Low 7C for fighting Vilgax and Kevin and Diamondhead is Low 7C for the same reason. What feat or calc do they actually scale from? Do they scale from Vilgax shattering one of the sculptures of Mount Rushmore?

They scale towards Vilgax’s durability. Atm, Gax survived a Nuclear Explosion with ease, but I am being led to believe that it’s under revision at the moment.

Yeah everything is under revision. OS will scale to AF (downscale) and Vilgax will get a Pre-OS key.
