Who's Dumber Than Heihei?

The other day I decided to create a profile for what is probably one of the dumbest Disney characters ever conceived; Heihei from Moana.
And while this fact may be true in all of Disney, I'm curious about in all of fiction itself. So, I'm here to ask VSBW who they think is dumber than this dumb, stupid, dumb bird, just for the heck of it.

Also, no cheating with single-celled organisms like Bacteria, either. These would obviously be dumber than Heihei due to not even having evolved brains. I'm asking who is dumber than the bird within reaso. Besides that, have fun with it.

And Moana does not have a profile when even Heihei has one.

Houseflies may appear dumb, but they do have at least some coordination involving their movements. Heck, their mating habits alone show they have plenty of survival instincts. Something that Heihei clearly lacks.

Absolutely, as far as I'm aware. Honestly, while watching the movie, he seemed more like a living wind-up toy than an actual animal, considering how he acts.

Yeah, that is an issue that needs to be resolved, especially since she literally has the ocean behind her in combat.
