It definitely has the agility, though they're close in speed. However, the T-Rex was the one that could kill Ankylosauri, though I don't think it usually did. They were nearly undefeatable even for a dinosaur with far stronger bite force. The Carnotaur just doesn't have the means to quickly get through the Rhino's tough skin before the Rhino lands a fatal blow.
