Whis is 3A/likely 2C because he can change the time and the dimensions. Beerus is a Universal buster 3A (dragon ball super episode 4), and whis defeat him whit a finger, with extreme easy . Whis is 3A/likely 2C.

No whis isnt anywhere close to being 2-C beerus is 3-A and even if whis was a thousand times stronger he would still be 3-A.If whis was infinetly stronger(which he isnt) he would be high 3-A.To even be low 2-C he has to show he can destroy one space-time continuum not just turn back time he has to show he can create it or destroy it.

Depends on the level of control. Someone like Odin (considered a high tier) has very strong time manipulation. While Whis so far has very limited (in comparison) control. Time Manipulation to the point where you could stop it would be great for a high tier.
