Because the 1080 might be a 10^80 but that would make the 12e16 make no sense. It makes no sense in general.

Okay, so looking at that, it looks like the joules are supposed to be in the middle, not at the end. So it’s supposed to be 4.10x1080 Joules [12^16].
4.1*1080 joules is street level, 12^16 joules is city level. On the page this is from, all the sections in parentheses are showing the measure in different units, so I’d imagine there’s meant to be something similar going on here, but I can’t guess what they are.
I’d recommend asking someone fluent in Japanese to look at the scan.
