Which are thre requisites to be a High 1-A?

Which must be the minimum difference of power between 1-A and High 1-A?

For Example if a character Transcends the hierarchy of an infinite amount of Outversal Characters, All of creation is an illusion from his perspective, and all its beings, both mortal and cosmic are merely shadows, represents the entire void and is restricted only by a Divine Creator.

That would qualify to a High 1-A?
 
Correct me if I'm wrong, but to my understanding High 1-A is pretty much the closest to omnipotent you can get without being omnipotent (or questionably). I believe Hajun transcends such a high amount of Outerversals but he isn't High 1-A due to his large amount of weaknesses. I'd assume that whoever this character is would qualify for High 1-A, as their only restriction seems to be the Divine Creator, who I'd assume would be the tier 0.

However, you need to remember that if this mystery character has any notable weaknesses, any serious limitation then they are 1-A, no matter how much they transcend regular characters.

A High 1-A should at least transcend regular 1-A characters as they transcend tier 10 or 11.
