when do we say a feat is an outlier or when do we refer something to be an outlier

Basically outlier is when a feat is out of place like, caharacter has showed consistently a range of power and then one feat is considerable different from that range. Example: a non athletic human in all its quality, surviving being stomped by an elephant; of course real humans aren't enough durable to resist that, so is clearly an outlier.
 
An outlier is a feat performed by a character that is completely out of their regular scale.

If a character typically operates around 9-B, it would be an outlier if they had a feat that would require 4-C statistics to perform.

It would be like if Spongebob could lift a house, despite being repeatedly portrayed being too weak to lift two marshmellows on a stick.

I consider a feat to be an outlier if it falls on under one or both of two situations

1. It is directly contradicted by the character's other feats ex. being able to harm a high 8-C when you were nearly killed by a 9-A explosion

2.The character has a long history of only performing feats around a certain level, but then performs a single feat ludicrously above anything he's shown prior. Take note that performing more low tier feats than high tier ones isn't enough to say they have a long history of only performing the low tier feats.
