Is this an Outlier? Part II

If there is a character that have feats and arguments that make it belongs to 8-A Tier and fight against characters of the same tier. Then, appear another being or structure that it belongs to 5-A Tier and defeat him. Then, this is an outlier or the character it will be a 5-A?

Yeah, a Big outlier except if there are other feat that come close to 5-A like 6-B, 6-A, High 6-A then it's an outlier. But if the feats happened within an age gap of the character like a manga with post timeskip,
at 12 was fighting 8-A opponents and at 18, fights 5-A opponent then we can say that the character got stronger over the years but if that's isn't the case, if the character has mechanics in place like Hulk (varies with Rage and holding back), Superman (holding back), Sentry (mental state), Thor (holding back against Mortals) then it won't be an outlier.

But, If this character A fight against another beings of the Tier 8-A, but he win effortless, but the character that belong to 5-A is a great opponent to character A and it is difficult for him to win the battle, then, it still be an outlier?
