What tier would this be?

First, this would depend on the type of ocean that we sre looking for. Depending on the mass of the ocean the energy required would be somewhere around there.

Also, for creating things out of thin air, don't we use E = (mass)(SoL)^2?
 
Keep in mind that the mass of all the water on Earth is 1.35e21 kg. That only makes up a tiny fraction of Earth's actual weight.

Also the energy to vaporize the water on Earth requires about

Q = MC[Delta T] + [Mass][Latent Heat Vaporization]

Q = [1.35e21 kg][4186][100] + [1.35e21 kg][2705000J/kg] = 4.21e27 Joules, or about 1 exaton of TNT.

I doubt that we are going to reach Small Planet level fort this one since we can't use E = [m][c squared]
