Rewrite of my first question but here is an thing, what tier is this for that dialogue.

Where there is existence, Time follows. It's purpose is to return everything back to nothing.

Also i do keep 9-A and the tier seperated or just replace both tiers with that low 2-C? (Im waiting for this to be confirmed so ignore this till further notice)

I didn't watch the series, but I suppose it would be correct, for him to be Low 2-C generally, if he can cause that destruction and survive it.
