What level of Deconstruction would this be?

Basically the feat in question is that this specific character can deconstruct and absorb matter, after he has deconstructed and absorbed this matter he manipulates it and "transforms" it into pure energy which he uses to construct attacks, increase his speed, attack potency etc...

What level of Deconstruction/Matter Manipulation would this be?

Depends on how well described the deconstruction is, if it's never detailed then it would be: Matter Manipulation on the molecular level, Absorption since they can absorb matter, Transmutation from transforming matter into pure energy, and Energy Manipulation & Energy Projection from constructing attacks, Statistics Amplification for the increases.

Here's the explanation we're given about the feat. (To let you know Reishi = Spiritual Matter, it has the same properties are real matter and is constructed the same as real matter, basically its normal matter you would find in IRL but has a spiritual aspect to it)

Oh, this is Bleach-related. Well, ya technically Reishi does make up all matter in Soul Society so I guess it would be subatomic, any further than that and you get into quantum stuff which can't really be proved.
