What is the rules about add-ons and perks for killers?

As in what is suppose to be added? Because The Huntress (Dead By Daylight) has the ax head and I believe The Hillbilly also has something due to having a soul cutting Saw for som reason. Also would perks/add-ons give The Doctor (Dead By Daylight) and The Trapper Madness Manipulation?

Most all them it not every of them just work as game mechanics, like reducing charging time, slighlty increasing speed when doing something aside from walking/running, stuff like that. In aa standard battle they doesn't do anything differentdifferent from what they normally do.

Currently none of the profiles for Killers take add-ons into account

The Huntress should probably have soul Manipulation removed if add-ons aren't allowed
