This character has two techniques:

Left hand - if this character touches any object with his left hand, this object will be erased from every universe, every dimension, every time line etc. and everyone forgets about this object. Example: if Son Goku will be touches with his left hand, Son Goku has been erased... and everyone forgets obout him.

Right hand - if this character touches any object with his right hand, EVERY object this same type (example tree, shark, people) will be erased from every universe, every dimension, every time line etc. and everything what this object have done will be reversed. Example: if this character touches a human with his right hand, EVERY HUMAN ... and everything what this object have done will be reversed.

And, on which tier should be this character?

Depends on the scale. If they erase them from infinite universes, then it pobably be High 3-A, or Infinite 3-D power. If its not on an infinite scale, then it be really hard to determine. Anyway, the name of the ability would be Existence Erasure.

Unless this dude has universal+ range on this ability, or is omnipresent or something, thats still not a particularly huge feat compared to characters that can create, destroy, and rewrite whole universes all at once.

Actually would think that would just fall in the hax category as long as he can not use it on higher dimensional structures or whole universes. It has large range, but not that large destruction in terms of energy given that it is done through hax.

The ability is a possible subcategory of a bunch of stuff, depending on how it works. But why bother with such limited classification if you can just write it down as it is?
