I don't think that tier 0 should exist because it is just a repetition of High 1-A, basically, a Inacessible hierarchy of High 1-A, being inacessible to any expansions of a Hierarchy of High 1-A would lead our tier 0 here, however, it is just a repetition, so, I make it be just the second layer of High 1-A, anyways, but if we use tier 0 words, rimuru would fit beter on something like High 0, which is being inacessible to any expansion of a Tier 0 here, despite High 0 not existing, its just a way to explain better a inacessible hierarchy of it, but it still would be downplay, so, just use High 0 and make any inacessible degree of it and maybe u can have Chloe O'Bell tier, and Rimuru is above her
