What are the rules for Characters with "Unknown" tiers?

If I wan't to put Character A up against Character B But Character B's teir is Unknown (for what ever reason) would it be alright to =ize tiers or would I just not be able to make the match?
 
Are there specific characters you have in mind? Generally unknown characters don't fight other unknowns, or at least their matches don't get added and are more of a "Just for fun" type of thing akin to 1A matches but less annoyingly unqualtifiable than those. There are exceptions to this though, as people like Sans and other variable tiers get a lot of matches, and haxxed unknowns that have a definite means of victory and a sensible durability aren't as bad.
 
Seems weird that a rather mainstream DC character is unknown, but considering unknown dura and AP with him not being that haxxed, I wouldn't do that. Theres 5A aquaman, but idk splash woman so she may or may not be able to compensate for the AP gap.
 
Unknown Tier means usually two thing:

-We don't have a tier for the character currently. Either the profile is not up to date or we simply can't know their AP. Aquaman, alongside a lot of comics characters, have that.

-The character doesn't use regular attacks and thus have no use for quantifiable AP. Sans was like that for a time, and several characters such as the Pirori or SCP-3002 have that.

The characters from the former category can't be used sadly, and you certainly cannot equalize stats.

The latter can usually be used, but don't expect them to throw punches.
