Waluigi Scaling

So I was thinking and shouldnt Waluigi scale to Luigi and Wario?

I ask because he is always tailing Wario the same Luigi tails Mario not to mention he is Luigi's self proclaimed rival, not much of a rival if hes not comparable to Luigi.

Not really. The character is mainly in spin-offs and these games don't have alot of exclusive feats for the characters who appeared outside of them.

SM64 DS. Any of the 4 characters can face Bowser in the game. It was never the spin-offs.
