I can see it being mostly grounded from tier 9/8 until it reaches a final boss that gets Tier 6 through cloud feats or destroying a large mountain .
Depends if Kyotarou just adapts ONE's Storyboards 1/1 or if he decides to add his own choreography/segments. I can't recall any direct feat in both OPM webcomic and Mob Psycho manga that gets past 6-C, and both feature extremely overpowered MCs ( except for Boros claiming CSRC would destroy Earth's surface after a short lackluster tier 8 fight.)
If Murata wasn't such a DB fan that loved massive flashy feats and added new segments here and there OPM probably wouldn't get past High 6-A even with the art upgrade. I guess it mostly depends on how grounded/exaggerated the verses Kyoutarou normally draws are.

"OPM" Garou versus "Versus" Harou.
Honestly, webcomic Garou lacks the BS dura neg martial art combo manga Garou has but his skill feats are displayed much more realistically and the Saitama vs Garou fight in the webtoon does a better job to show off his skill than the Manga one by making his attacks seem way more focused and weak without big feats wich contrasts against Saitama's endless destruction and brute force (that + much better dialogue and explaining how he gets around the power difference).
If Harou (or Hallow) turns out to be the underdog who barely survives against massively stronger foes through skill that Human/Early monster Manga Garou or Webcomic Garou was he might just surpass the latter. (except for growth speed and stupid levels of copying.)

With ONE writing there will be like 1 guy who hogs most if not all of it. Dude just isn't much of a fan of any hax that isn't regen or can't be resisted by big willpower and stuff.

Only notorious hax lords ONE ever created are Mogami and Cosmic Garou/God.
Mogami being helped a lot by MP100's power system and spiritual/ghost thematic and Cosmic Garou having the classic Murata power creep.
And Cosmic Garou could have been so much more busted with his copying if he had a panel copying psychic powers from Tatsumaki and biological abilites from some monsters. Would open an entirely new array of powers he can steal as opposed to universe/scientific stuff.
