The reason why he couldnt was by Joseph and dio agreeing because of his time stop length. He wouldve of done the feat but couldnt because of time stop length. What does that mean lord? That would mean dio given the opportunity would of time stopped and murdered the joestar group .

There's no plot induced stupidity in versus fights, so it doesn't really matter. Ultimately DIO has never stopped time and instantly-killed someone without prior toying. This is fact.

Because Izraf likes to flaunt and flex his status a shit ton. He's arrogant and narcasistic, he started off saying it in his fight against Escanor. Even if he didn't, DIO could sense fear, and he'd know there's no fear coming from Izraf, which would make him engage in conversation and begin the toying process. There, two reasons why.

I know the reason he couldn't, but even if he could, based on the fact that he never timestopped and instantly murdered someone before, he wouldn't have done it to them then, even if Joseph believes he would have.
