So, why do we rate them as "Unknown" rather than "at least 7-C" It's very clearly shown that both of them are stronger than their original forms.

Wrong board.

Both of them are WAY stronger than their original forms, heck they're even somewhat comparable to full-power Chara.

Just their so vague we have to rate them as unknown.

I think that it woudld still be more logical to place them at "At least 7-C", since Unknown implies to some degree their power level is totally unknown.

At least 7-C would be one of the biggest lowballs.

We have no idea how strong Undyne and Mettaton are compared to the other monsters and humans. We only have vague stats and Mettaton being a 'Human Eradication Device'

"At least 7-C, likely far higher" still fits the bill tho. In fact, we could keep the rating and go with "Unknown, At least 7-C, likely far higher," which still fits the bill as being Unknown while being more accurate.
