Okay, so Captain Underpants has higher stamina, but it isn't explained very well. Underdog seems to be smarter than Captain Underpants in general. As for strength:

Underpants CAN dodge and is a witty opponent, though, and can possibly outrange Underdog, but one hit and it's over.
