This existential layers are Fragments, from example, Battler as a Game-Master exists in a higher existential plane, than is just a more existentially elevated Fragment.
The difference between a lower and a higher layer is the same than fiction and reality, as seen multiple times in the VN, than shows than exists an inacessibility between such layers, and than a lower layer is just a chess game or a fictiona tale to a higher layer.
Exists infinite Fragments in the Cat-Box, so the Cat-Box have infinite existential layers of R>F Transcendences:
The Golden Land is the most impenetrable layer of the Cat-Box, consequently being the most elevated Layer of the infinite hierarchy, so the Golden Land is 1-A+ (Outerverse level+)
Now, lets go to the other Cat-Boxs.
Bernkastel Cat-Box transcends all the Beatrice infinite hierarchy, because of this, Lion transcends and sees all Beatrice Games/Fragments as a chess game.
So Bern Cat-Box is High Outerverse level.
Finally, the Sea of Fragments is composed of a hierarchy of infinite Cat-Boxs.
Than means infinite Meta-Qualitatives, as showed by Bernkastel's Cat-Box, a higher existential Cat-Box transcends and sees all the lower cat-box as just fiction/a game of chess.

The City of books is a Territory, most precisely, the most elevated Territory, so is the "top" of the infinite hierarchy, being equal to infinite Meta-Qualitatives.
So much so that it's said that Ange in CoB transcends and sees structures like Beatrice's Cat-Box as a chess game, the City of Books also stores infinite Territories as Books.
Finally, Featherine Augustus Aurora transcends the entire Witch Domain to the same degree than the Witch Domain transcends the Human Beings.
This means than Featherine transcends infinite Meta-Qualitatives to the same degree than infinite Meta-Qualitatives transcends the Tier 10-B.
Conclusion:
