Ultimecia vs Zamasu

I'm gonna go with Ultimecia, she wasn't really phased by anyone except Squall and that's only because of the causality loop she put herself in. Not to mention, she would likely just junction herself to Zamasu anyway and take control of him, amplifying her powers. Hell's Judgment would nullify his dura, as well, if she needed to physically fight him.
