he has higher range. She's interdimensional while Mewtwo's low multi. Also, Mewtwo has other variants of attack. Kaguya has no resistance to petrification and so what stops mewtwo from just pinning her down with Class Z and nuking her with a petrificating psychic energy blast? There's nothing Kaguya can do to mewtwo before Mewtwo turns her to toothpaste with a thought

first up, range is indeed important. If you were teleported a 2-C distance you need 2-C range for your dimensional travel to get back. Her's is only interdimensional.
Dodging isn't an option when Mewtwo can pin her down in an instant or turn her to mush in an instant. This is also why teleporting is out of the question since he can insta kill her at any point in time. He can also just power null her teleportation if needed
