I don’t know much about how skilled frank is but I’m now just reading Frank’s equipment I’m thinking I’m restricting it to only stuff he can get in dead rising 1

I vote to Frank West. Frank West has LS (another neck-snapping feat) and experience advantages. While Rochelle has RPG, Frank West could arguably no-sell multiple of his own RPG-7 shots (this may be discarded as GM) and other defense feat. These are the condition which we exclude all Frank West's stuffs.
